For qualifying Commonwealth support, the certification framework includes at least $250 million in investment, at least 200 prevailing-wage construction jobs, at least 50 jobs paying 125% of the statewide average wage by the fourth anniversary, and at least $1.5 million in annual site payroll thereafter, alongside workforce, community, energy and environmental commitments.
