Pennsylvania released GRID standards on May 27, 2026. For qualifying Commonwealth support, the certification framework includes at least $250 million in investment, at least 200 prevailing-wage construction jobs, at least 50 jobs paying 125% of the statewide average wage by the fourth anniversary, and at least $1.5 million in annual site payroll thereafter, alongside workforce, community, energy and environmental commitments.

Why it may matter

The framework turns broad benefit language into thresholds that can later be checked against project-level reporting.

Limitations

The thresholds are certification commitments, not observed job or payroll outcomes.

The standards do not apply to every data center in Pennsylvania.

A policy requirement does not prove compliance, affordability or net public benefit.
