FERC required PJM to keep grid obligations visible when large loads co-locate with power plants.

A large data-center load can sit next to a power plant while still depending on the regional transmission system for backup service, balancing, or other reliability functions. FERC directed PJM to define service arrangements instead of treating every co-located project as the same case.

The order also calls for rules governing grid-service payments and the studies or upgrades needed when an existing generator redirects capacity to a nearby load.

The order creates a process for assigning costs and testing reliability. It does not report a completed project, a household-rate change, or a finding that every regional effect is contained behind one customer contract.

The useful public question is therefore specific: which service path applies, which facilities or reserves are required, who signs for those costs, and what happens if the project changes or cancels?
